Concentrate Disposal – Meeting Regulations and Keeping the Manatees Happy

This paper descries the effort to bring the Tampa Bay desalination plant online applying for more than 22 permits for construction and subsequent operations. In addition to this regulatory oversight, a cumulative impact analysis, several predictive modeling projects, and 6 independent assessments of pilot plant operations were undertaken to provide assurance that adverse environmental impacts were not anticipated.
